That reason is completely wrong! since i'm working in this field I can give you the correct answer, they don't move their mouth's because the polygon count of the model is very minimal, since all the detail is done in texture mapping the mesh is very basic, there are not enough verticies (or points) on the model to accurately simulate lip sync, if they were to attempt it it would look completely wrong.
That is why most games don't have moving mouths.
